Free for workers · city-specific hiring context
Regina is the petroleum, steel, and potash refining centre of Saskatchewan. Where Saskatoon is the mining engineering hub, Regina is the refining and heavy-fabrication hub. The Co-op Refinery on the city's east side is one of the largest fuel refineries in western Canada, EVRAZ Regina is a major Western Canadian steelmaking and tubular-products operation, Mosaic operates a major potash solution mine and processing site at Belle Plaine, and SaskPower's generation and transmission program runs out of head office here.
For pressure trades, boilermakers, refinery shutdown crews, and steel-mill industrial — Regina is where Saskatchewan's biggest individual single-site trades pulls happen.

How Saskatchewan certification works (Regina edition)
The Saskatchewan Apprenticeship and Trade Certification Commission (SATCC) administers apprenticeship and journeyperson certification under the Apprenticeship and Trade Certification Act. Most trades carry Red Seal endorsement.
For refinery and turnaround work specifically:
- Construction Safety Training System (CSTS-09)
- H2S Alive — required at the refinery and Mosaic Belle Plaine
- Confined space entry, fall protection, WHMIS 2015, hot work
- Site-specific orientation for Co-op Refinery Complex
- CWB welding tickets plus pressure tickets (B-pressure typical for refinery process work)
- Scaffolder ticket for scaffold work — refinery is heavy on scaffolding access
- TDG (Transport of Dangerous Goods) for some roles
For SaskPower powerline work: Powerline Technician is a SATCC-administered trade with restricted apprenticeship entry through SaskPower-sponsored programs. Outside hires are rare.
Refinery turnaround work is heavily union. Boilermakers Local 555, Pipefitters/UA Local 179, Operating Engineers, Carpenters, Insulators (HFIAW). The hall is the entry point. Non-union shutdown contractors also operate and have a place on the site.

The Regina nuance
Regina trades run on the turnaround calendar. The refinery, Mosaic, and Evraz have major shutdowns scheduled years in advance. Crews from across western Canada — Edmonton, Saskatoon, Winnipeg, even Vancouver — descend on Regina for these windows. Per-diem, travel premium, and shift premium can stack significantly above base rate during a peak turnaround week.
If you're not from Regina but you have refinery, steel mill, or potash turnaround experience, this is one of the best markets in Canada to follow the work. Regina-based hall membership in the relevant union opens up the consistent local maintenance work between turnarounds.
Where to start
Regina industrial recruiters filter on Red Seal endorsement, turnaround experience flags (Co-op Refinery, Evraz, Mosaic Belle Plaine, similar pressure-vessel facilities), pressure welding tickets, B-pressure, scaffolder ticket, and union hall membership. Surface those on your resume.
